Why is there a language button?

Are people using Wikipedia needing to switch languages so often that they need a language changing button (EN for English) in the main navigation area of the app? Ive seen this in other Wikipedia apps and it makes no sense to have in the main area of the app. Its a setting at best, or something that can be grabbed from the device settings on the iPhone.

Almost every UI decision in this app seems to make no sense.
